

About the Role
The Regional QHSE Supervisor will work closely with operations and Rollout Teams on all aspects of QHSE issues, providing training where needed, and ensuring the integration of QHSE into all core operations. Key responsibilities of the role include performing Site Audits, Risk Assessments, handling Compliance and Reporting, managing Incident and Accident Investigation, and executing training programs as and when necessary.
Job Requirements/Specifications
Key Responsibilities:
Interdepartmental Collaboration: Work closely with operations and Rollout Teams on all aspects of QHSE issues, providing training where needed, and ensuring the integration of QHSE into all core operations.Â
Site Audits, Risk Assessments, Compliance and Reporting:Â
Conduct regular audits of all company sites, including those under construction or retrofitting, and random inspections of sites in Operation, to ensure full compliance with all Health, Safety, and Environmental requirements as per Philippine OSH Law (Department Order 198-18, OSH Standard as amended 1989).Â
Ensure all sites are strictly constructed in accordance with Approved Drawing and FTAP Quality StandardsÂ
Secure regional QHSE reporting, tracking, and resolution or escalation of quality, safety, and contractor compliance issues and submit to the National QHSE Manager.Â
Proficient in Formulation of Risk Assessment and Risk ManagementÂ
Assist Government partners (DOLE/DENR/etc.) onsite inspection if needed.Â
Conduct test results audit (Rebar Test, Concrete Test, Grounding Test, Torque Test, etc.) and escalation to National QHSE if found with discrepancy.
Environmental Compliance / DENR: Â
Ensure FTAP is in compliance with DENR Mandatory Requirements (SMR, Hazardous Waste Management, registration of FTAP to DENR CRS portal, PCO Accreditation, etc.)Â and other related Phils. Environmental Laws
Conduct random environmental compliance audits in all FTAP establishments.Â
Attend DENR Site Visit/Inspection if needed.Â
Incident and Accident Investigation and Reporting:Â
Conduct Incident/Accident Investigation, root cause analysis, provide effective control measures, formulation of Incident/Accident Full Report, and submit to the National QHSE Manager.Â
Non-conformance Management and Reporting: Â
Investigate and record quality non-conformances and ensure implementation of corrective actions.Â
Escalation of Quality and HSE non-conformances to National QHSE Manager
Training and Development:Â
Conduct QHSE training to contractors, or their staff on company-wide QHSE initiatives and project-specific HSE procedures as required.Â
Qualifications:Â
With demonstrated knowledge of Philippine OSH Law (DO 198-18, OSH Standard as amended in 1989, etc.), DENR - Philippine Environmental Laws
Excellent leadership and decision-making skillsÂ
With proven experience in conducting internal QHSE auditsÂ
Excellent communication skills, both verbal and writtenÂ
Proficiency in risk assessment and incident managementÂ
Proficient in the use of test tools such as theodolite, voltage, and cable insulation testersÂ
Proficient in MS Office tools, particularly in Excel, Word, and PowerPoint.Â
Must hold a clean, valid driver’s license with the flexibility to drive or travel frequently to different locations for work purposes.Â
Education and Experience:Â
Must possess a Bachelor’s Degree in Engineering or other related field with a strong passion for QHSE.Â
Minimum of five (5) years working experience in telecom construction as QHSEÂ
Experienced in tower inspections and desirable if holding a valid Working at Heights (WAH) certificate.Â
Must have Construction Occupational Safety and Health (COSH) CertificateÂ
